hi,
I think that this document (CEN/TR 14549) is a guide to the use of ISO 156649 and ANSI/ASME B31.3 for piping in Europe in compliance with PED. does that mean that we can use, for example, the US standards (design, conception and manufacturing...) and always be in compliance with the european norms?

No-using US standards alone does not mean compliance with the PED.
    You can use any Design Code but the design must meet the requirements of the PED such as the Essential Safety Requirements must be addressed. Many of the US standards do not address the ESR's in total.
