Short of testing, is it possible to assign an allowable or nominal shear strength to a mix specified to have a 28 day comp. strength of 300 (yes, three hundred)psi?  Do the normal formulas apply, wherein the allowable is ~20psi?  The submitted mix per yard is:

 100# Type I/II
 300# Grancem
2300# sand
35 gal H20
Air Entrainment

I was under the impression that with flowable fill, the point was not to exceed a specified stress- in which case, you'd wonder if that 300 was the maximum or the minimum?  Anyway, I'd think you'd want to approach it like soil rather than concrete.
