What is the preferred case for writing recommendations?
ex: We recommend .... We calculated that...
or
It is recommended that ...It was calculated that...

Personally I think the latter sound more authoritarian and professional and not so much like an opinion.
Any thoughts

I would just keep it simple.

I was taught by my mother, who married and raised a few engineers, to try not to use possessive language when dealing with opinions.  This is particularly true with engineering designs where there are several ways to solve a problem and you need discuss which design is best.  

Instead of “my actuator is less complicated” say “this actuator has fewer parts”.
Instead of “your design won’t work” say “something is wrong with the calculations”.

Keeping a discussion of a design or opinion from becoming personal takes a bit of effort and practice but really pays off.    

With the above in mind….

The analysis of the current data indicates….
The measurements taken so far…
All of the data gathered so far…
The load calculations…

Consultants, especially in the geotechnical field, are engaged to make learned recommendations based on available data, their experience and the profession's body of knowledge.  As I see it, there is nothing wrong with 'We recommend...', 'It is recommended that...' or 'Option X is recommended...'.  This is often precisely what the client expects.

the datum IS (singular: shows)

avoid it all by using "the data points show"
