I am new to Pro-E, and have started using it with a spaceball, which helps a lot, but now I am wondering if it is possible to change the rotation center when I turn objects in space.  When the object is far from the origin, it is a pain when the object translates all over the place when I am rotating it.

yes under the view orient icon..least with r2001.. the square box with 2 arrows..pops up the Orientation menu
there then;
type>preferences..
that will give you 5 options for spin center

model center,screen center,point/vertex, edge or axis, and co-ord sys

Try this config option:

spin_control

Specifies the mode in which an object is spun when you spin it. (To spin an object, choose View > Orientation, select Dynamic orient from the Type list in the Orientation dialog box, and then use items under Spin.)

click—Enables you to pick at any place of the scale, and the model is quickly reoriented to this position.

drag—Enables you to change the model orientation continuously by picking on the current value and dragging it along the scale (to stabilize the orientation angle, pick on the scale again).

If this option is not included in the configuration file, the mode is chosen by Pro/ENGINEER according to platform-specific hardware capabilities.

In Wildfire there is a Spin Center icon (looks like a 3-coloured coordinate system). When you turn it off, whatever point (on a surf, edge or vertex) is closest to the mouse pointer becomes the spin center.
Be careful when the mouse isn't over any geometry, because it may pick some point way off in space..
For this reason, it is good to program a Previous Orientation mapkey onto one of the buttons on your Spaceball  
(burning with envy.. one day I will have my SpacePilot... it's too bad I have to develop a bad case of carpal tunnel syndrome before I can get my employer to buy me one..)
