RE: Controlled and Limited Access Facilities
Uncontrolled access measn driveways and at-grade intersections
Limited access is in between - usually, no driveways are allowed, but intersections are at grade.

RE: Controlled and Limited Access Facilities
A freeway is a divided highway having full access control. The building authority usually purchases the access rights of abutters to restrict access to specific interchange locations.
An expressway is a divided highway having partial control of access. There may be a mix of interchanges and at grade intersections.
Both freeways and expressways are controlled access highways.
A conventional road is any road other than a freeway or expressway. A conventional road may have some regulation of access, but is usually a mix of at grade intersections and driveways.
