Is there any standard for performing testing and tuning of a power plant generator AVR/PSS? Or are there any practices around by any utility company.

What type of test do you mean?
These equipments usually set up and tuned by the manufacturers or planning dept. The performance of the controller can be tested using software and performing stability study.
Tuning of PSS parameters usually have done using the linearized power system with various objective functions or control theories.

You should be testing your PSS everytime you test your AVR. If you have changed your AVR response you should be re-tuning your PSS. Check the WECC website under Documentation for a basic guide on tuning a PSS.

I have bought the standard IEEE Std 421.2-1990, IEEE Guide for Identification, Testing,and Evaluation of the Dynamic Performance of Excitation Control Systems.
But even this standard does not mention about periodic testing of AVR which is already in service.
Maybe somebody working in power plant can tell me what practice his/her company is following regarding testing of AVR reponse and tuning.
