I have a set of plans that require lap splicing No. 18 bars.  I have apprised the Owner that it is not allowed by code, however he commented that a professional engineered developed the detail, and he is satisfied that the lap splice is sufficient.  Should I contest the issue any further?  What is an appropriate tie spacing, and gauge of tie wire?

As you have alluded to, ACI 318 12.14.2.1 prohibits lap splicing bars larger than #11 (with a few exceptions).  The commentary cites a lack of experimental evidence for lap splicing large bars.  It seems that if the owner's PE is showing something that is expressly forbidden, they would need to provide testing or documentation to back it up.  If you believe that the issue presents a safety risk, it is your responsibility to follow this issue up with the appropriate authorities.

...except that asdf is not in charge.

The engineer in charge (liable before the public) is the one that has to take such decision.

If the engineer in charge is satisfied, and asdf, whichever its role in the construction, is not, he may follow whatever procedure the law has to ensure the compliance with regulations and his indemnity, but in no case will diminish the authority of the one in charge till an injuction by one able body so orders.
