Does anyone know a way to use a balloon as a column line symbol and force a straight leader to be either vertical or horizontal.  I have tried using a balloon without a leader and getting it close to a sketched center line but it never looks as good as it should.  What is a good method to locate equipment to column lines that work for you guys out there.

You might try using note, and make sure you choose the "straight" option in the leader option.  Below the "Leader" section is "Border", for the border type choose "Circular", and instead of "Tight Fit", bump it up to 1 or 2 characters. How to make it perfectly horizontal is another question.
Your best bet may be to draw it, hatch the arrrow, and make it a block.  This way you can constrain the line horizontal.
