Not the values given in this and other tables are for (maybe too) safe strength engineering use; for probabilistic behaviour you better use far stiffer assumptions. This not only is remarked in the text, I have seen otherwise, and even more simply, if you don't do so, you will see the prediction of displacements, say, settlement, go wildly big lacking correspondence with what at least my eyes have seen.

A 30" diameter plate is applied to the soil and a load-deflection curve is generated that provides a kind of "E" for your soil. Values range from a low of around 50 pci (soft clays) to a high of around 550 pci (gravels). Normallly, most well compacted clays are in the 75 to 200 pci range.
I've got a chart copied out of a book that offers sugested ranges. Most soil textbooks should have a similar table or chart.
