Problems closing a Larner Johnson Valve

Problems closing a Larner Johnson Valve

(OP)
Hi,

We have a 60" Larner Johnson valve mounted in a 20 meters pipe from free discharge.
 Water flow (20m3/s).
 Head Pressure 6 bar.

 When can only open a 30% !!

We think that the actuator can not win the vacuum that water flow generates outlet the valve.
Outlet the valve there are some entries to let atmosphere air go into. We are thinking to opened some more entries. Any other idea?

Thanks
