A quick one - from a technical point of view, it is really necessary that steel billets for rebar be from virgin steel or can re-rolled steel billets (scrap) be used too?  What is pros and cons?  Is it okay so long as all steel properties are met?  What is your practice?  Thanks . . .

It's not like they take a bunch of scrap and just roll it into another chunk of steel.  The stuff is melted, once you get to that point, it doesn't matter where it came from.
