I am not very familiar with AUTOCAD. Any answer is appreciated.

Q1: I have a .dxf file imported from a geotechnical software. I tried to do more work based on this drawing. But the scale of this file looks like not normal, say approximately 1:3.246.

Which step(s) I should do to make it exactly 1:1? Then it is easier for me to add more lines.

Q2: This drawing is a skewed plan drawing, which command to make it exactly orthogonal on the screen? (I know how to use ROTATE, but it is hard to know if the drawing is EXACTLY orthogonal on the screen after my rotation?)

To scale it, try picking some line that you know exactly what it's real length is.  Then scale all using the Reference option, pick one end as the base point, the other end as the reference point and type the exact length.

Same for rotation.  Find an object that should be exactly 0 or 90 or some value you know.  Then rotate about one end Reference the other end and type the correct angle.

For rotations, the ALIGN command may get you closer to EXACTLY, than typing in an angle.
