I am looking for a valve that would allow submerging a buoyancy ring in sea water by feeling a cavity. Any idea of the kind of valve I need to use and where could I get it?

I need to submerge and surface a cage equipped with ballast compartments. I have read that to fill the balancing tanks I could use something called a Kingston valve but I cannot find anymore information about these kind of valves or where to get them.
Is that a bit clearer?

For military use, the ballast tank valves must be large and/or numerous. For civilian applications, flow rate is not so critical, but you still want something simple enough to be robust and to be relatively insensitive to biofouling whether held open or closed for long periods. Low leakage is also a good thing. Rubber diaphragm valves might be a good choice.
