Can anyone point me in the right direction for information on single level bills of materials, that is, bills of materials that include references to drawings, manufacturing procedures, quality plans, etc.

If there is a procedure that needs to be followed for a product, we add that document number to the BOM. When production builds the product, they reference the listed procedure since it is attached to the BOM.
Quality plans support production, I don't think I've ever seen one included in the BOM. It's a higher level document, controlled by our ISO9001 system.

Procedures and standards were handled as a separate group of documents. When a procedure or material was required to manufacture a part then the drawing had a note calling out that procedure or material. Overall notes called out the use of standard quality plans. Routings were also a separate system so that when a part was purchased there was no confusion on the BOM.
I would stay away from intertwining quality procedures with a BOM as when a quality procedure changes number or is obsoleted someone will have to do all the maintenance on all the BOM's which contain the procedure number.
