Is the 95-5 a cleaner shielding gas as well as an aid to penetration?? I am welding 300 series SS to each other.  GTAW, .060 wall.  Where can I find onfo that educates me on these variables??

Hydrogen is flameable and not acceptable as a shielding gas.

boo1 - Yes hydrogen is flammable. It is acceptable as part of a mix with argon for austenitic materials. Definitley not acceptable on its own, or in any quanitity when used with ferritic materials.

We use Argon and Helium gass mixtures

As torch gas or sheild gas?
We use 95/5 in plasma torches.  It is hard to use as a shield gas becuase is has better thermal conductivity and my reduce penetration, but yes, it is cleaner.
5% H2 is not a saftey issue.  You are below the flamability limits, and by the time you add enough air to have some O2 you are even lower.
