Need help with GE 750 transfer relay function

Using a 3 breaker (2 incomer, 1 tie/feeder) setup, yet using only 2 GE 750 relays; both set to the incomers, can't seem to get the transfer relay function enabled (transfer relay function not ready).  One breaker is used for utility (incomer 2), utilizing undervoltage to tie to the generator breaker (incomer 1).   I have more specs, but hoping for a yea or nay on even the possibility of this setup.  GE customer support is tied up, as am I, in fits.

Yes, d/l that already.  Looked good until I noticed the usage of a 3rd relay.  Thanks though.
