When do you need to provide closed ties at a boundary condition (End Strip) for an 8" rectangular shape, concrete shearwall design?  Say that As for flexure criteria is met as well as Ash & Asv for shear criteria using one reinforcing layer.  When is it required to have 2-layers or reinf. for walls less or equal to 10"?

Look in ACI Chapter 21. Those are seismic requirements when you are in moderate to high risk areas.
