I have a tank with a design pressure of 4 oz/in2. The tank will have an Emergency PSV installed meeting API 2000 venting requirements. In determining the need for anchors is it necessary to still consider the uplift due to failure pressure when there is no uplift during a venting?

As far as I can tell, yes.

As another post a while back pointed out, it appears that Footnote "a" in Table 3-21b of API-650 should refer to F.1.2, instead of F.1.3, if that helps.
