I have a 5" diameter wheel, hollow inside, which rotates around an 11mm axle.  I need to provide a water proof seal to keep water out of the interior of the wheel.  I can't use a traditional lip seal since I can't get surface finish good enough and the wheel will not always be "true".  O-rings wear too quickly.

Any ideas?

Press or glue a full width non-porous bushing in the wheel to serve as a bearing and to seal off the wheel interior.
If the wheel is formed of 2 halves then the bushing could be shouldered to be captured by the halves.

Any other seams that might allow water to enter ??
