Does anyone find this new section a bit confusing as I do??  It talks about the "grounded conductor", but the tables referenced are the "equipment grounding conductor".

No. Please read the commentary if you have the Handbook of NEC 2205, which explains it.

Basically, its a new requirements ensuring minimium size of the neutral (grounded) condcutor not less than the EGC.
