I have a pump which I believe is suffing from excessive vibration.
The pump maker has measured this as being 2.5
I presume this is mm/sec or mm/sec^2.

Is there a guide I can refer to to see what value are acceptable and at what values vibration will cause problems
in pumps or to the mech seal.

The mech seal is a bellows type with no elastomeric damping.

Generally, 0.3 in/sec (7.62mm/sec) is the vibration velocity limit for "normal" vibration and beyond twice that value is the "take corrective action" regime for turbomachinery including pumps. You need to determine what the units are of the 2.5 value deemed to be excessive. Since it is less than the corrective action values for velocity cited above it may represent displacement where values of 2.5 mils (0.0025 inches)might be considered excessive for some pump designs, depending on rotational speed.
