I am doing some axles for light weight trailers and I need to know what steel to use for the axle spindles. The spindles are roughly 1 3/4" diameter and will be welded into 3/16" wall carbon steel tube. The load per wheel is around 200#. What grade of steel would be weldable and also give a good finish?

The problem of fusion welding the configuration you describe is the great difference in section between the shaft and the tube. You should machine the spindle in order to have it as thin as the tube on the welding spot.
You may have cold drawn bright finish spindle steel, but around the weld the finish will be damaged, unless you try to keep it cold, by water immersion, if possible. For the load you describe, any steel will probably be adequate.
