I searched but came up with info I already knew.  With that said.

I need a part to have 1 of 4 colors how do I have the DT apply that property. I know you use $color but that requires a 32 bit integer where does one get the value with out having to caluclate it in the design table surely somewhere someone has the values for basic colors.  The colors I need are Black which I know the value is 0 the others are green, grey, and white.

The easiest thing to do is manually change the color in the part's configuration properties tab.  Set the check box to "configuration specific color" and choose the color.  When you re-open the design table, the color integer will be in place.

Yes. I eventualy figured that out.  

I also made a spreadsheet with the formula for determing the integer so in the future we can get non basic colors if we need to.
