The company I work for makes instrumentation for the petrochemical and oil & gas industry.  The standard we conform to is ASME B31.3 (not BPV!) I am in the process of back checking legacy designs to see if they, in fact, conform to this standard.  One of the products they make requires a 3/16" rod to be tack-welded longitudinally to the inside of 2 1/2" OD pipe.  The technique they use for this is to drill holes every 24" along the length, clamping the rod to the inside wall as if it were a backing ring and then fill welding the holes and the rod together.
I think this is okay based on previous experience, but I'm looking for the proper code.  I need someone out there to set me in the right direction, otherwise it wil be a long read through the BPV code, etc.

I've not dealt with it for awhile.  But if I remember correctly API-1104 gives provisions for plug welding
