I am looking to automate a cleaning process for cleaning/prepping a PVC substrate to be bonded to a steel surface.  Currently we are using isopropyl alcohol to do the prep, but I do not want to use such a flammable material in my equipment.  Does anyone have any recommendations on other possible cleaners / degreasser to use instead of the alcohol.

What kind of soil exists on the PVC substrate?

What kind of bonding is being attempted?

You tried water yet?

How about mono-Butyl Ether?

Soap (liquid Joy) and water?
Formula 409?
