I have a pre-cast concrete building that will have four-inch wall thickness. If I recall correctly, this should give at least 2 hours of fire rating. Am I correct?

I would think so - you would have to check the UL book or within the IBC (I remember where it was in the UBC but not in the IBC ..yet).  There are some tables or something in there that list required thicknesses for fire protection - you should be able to find it via the index to the IBC.

The PCI manual addresses this (5th ed - Fig 9.3.2, 6th ed - Fig 9.3.6.1).  
A 4" thick carbonate agregate concrete wall will give you 1 1/2 hour fire rating.  If you use light weight concrete you can get a 2 1/2 hour rating.

(Using carbonate aggregate concrete wall you'd need a 5" thick panel to meet a 2hr fire rating.)

I hope this helps.  If you want a copy of the charts your local precaster might be able to fax a copy of it over to you.
