I'd like to take a gerber file of a circuit board and load it into a program that could tell me the crosstalk between different circuits on the board.  Is there anything out there that would do this?

I am not certain if there is a program that can do this function with gerber plots or not, but it is possible that the program used to create the PCB may have this functionality built into it.

The reason I am not certain if a tool exists that can do this with a gerber plot is that the cross talk is going to depend on a lot more factors than a gerber plot typically contains.  These factors include the height of the trace above the reference plane, proximity of the victim and agressor traces, and the load and source impedances.

I believe that what you need is refered to as a field solver as it numerically solves the silmultaneous set of partial diff-eqs that calculate cross talk, reflections, etc.  The pcb tool that I use has one built into it and you have to provide a lot of information about the components to get it to work correctly.  Undoubtedly there are some third party tools that would do the trick too if the PCB tool exports a common format.

Not to mention that the crosstalk would also obviously be a function of frequency (just one more example).

Is Hyperlinx doing this kind of thing, or is it just for RF purposes?

Hyperlinx and ICX both do it.
