HOW SHOULD I BUILD A BOAT HULL AND FRAMES USING SOLIDWORKS?
ARE THERE ANY GOOD BOOKS THAT APPROACHES SOLIDWORKS FROM A MARINE PERSPECTIVE?

Most likely you are going to have to use the loft feature for the hull shape. As far as creating the beam structure I would look into creating weldment profiles of standard 2x4's and such. Then use the weldment features to create the framing. I have not seen any books on marine design with Solidworks. I think you are just going to have to start using it and find out what works best for you.

RE: SOLIDWORKS AND HULL DESIGN

How familiar are you with SolidWorks?  You'll need to get into some advanced shaping (lofts and sweeps, as jksolid mentioned) and will need to have a good understanding of such capacity for SW to do so.  You may even want to look into third-party software, depending on the accuracy needed.
