What kind of UL approval is needed for a appliance that will be used outdoors. Is the rating "Household use only for indoor use only ?

Not sure about the appliance part but seems enclosure testing would need to be done. Probably some direction in your appliance standard and some reference to UL50, perhaps.

Depends alot on the appliance, the enclosure would probably be  UL 50 at a minimum and depending on the appliance it would be a Type 3r or Type 4, unless it is all weather.

Fill what's empty. Empty what's full. And scratch where it itches.

I think "household use only" means not approved for workplace/industrial use.  

As for your original question:

I think it depends on whether it is meant to stay outdoors (including in the rain) or is meant to be stored indoors and used only in dry weather.

I also think it depends on whether it is corded (A.C., >100 V) or is battery-powered (D.C., <30 V).
