I have to follow Canadian Codes CEC and OSCE and I have two questions:

(1) For the 600 Volts Switchboard inside Industrial area I  provided always 2 ground wire to make a loop with an existing Main Ground. Now I am trying to follow "American Design' for the   construction here in Southern Ontario, where I have only one Ground Wire. Can anybody explain why is single wire ... ?

(2) The same design provides a couple a "Grounding Islands" not connected to the Main Ground. These locations provide ground wires to discharge Static Electricity, connected to small concrete foundations - UFER ground.
I didn't find that these "Grounding Islands" are acceptable under Canadian Electrical Codes. I think that these locations must be connected with a Main Ground - Ground Loop around all area.
