Has anyone ever tried WRC-107 to get allowable loads and moments on a flanged nozzle attached to the end of a tapered shell course?

WRC-107 was written from research originally done by Professor P.P. Bijlaard of Cornell University in the 1950's.  His work covered external loads only on cylindrical and spherical vessel sections.  Nozzles on the end of conical sections were not within his scope of work.  FEA will probably be your best bet.

Sir,

There are no available closed form solutions for the geometry that you describe.  However, there are excellent FE solutions available that will permit the imposition of external loads and Code evaluation

If by tapered shell section you mean a conical end, then no WRC107 or 297 nor FEM are required: if you look at ASME VIII Div.1 for conical heads, the effect of axial and bending external loads is included in the analysis.
