I been told this has been a issue for quite some time, I'm more in the modeling end of things.
But here goes, if you have wscript.exe installed on your machine you can run this vba script from a systems mapkey that will create a little text file that can be used to insert a note with the date and time
......... vbs file......
dim fso, myfile
set fso = createobject("scripting.FileSystemObject")
set myfile = fso.opentextfile("c:\datetime.txt",2,true)
myfile.writeline now()
myfile.close
..............
you can name the script whatever you want and change the location of the datetime.txt file if you please..just make sure the system mapkey jives.. then insert note from that file
it's not associative like &todays_date...it's not going to update when open the drawing later down the road...only if you rerun and insert

one more thing wscript has to be in the mapkey example

mapkey ds @SYSTEMwscript c:\\proe2001\\batch\\datetime.vbs;
