Looking in the Machinist Handbook, the term 'blocking' is used along with different styles of "notching" with reference to cutting the flanges when welding beams at 90 degrees.  

Is this just another 'notch' or does it have specific meaning?

You're correct; it's a notch in the flange. Sometimes people use the terms blocking and coping interchangeably. Coping involves removing a portion of the web.
