My village only allows for a 4 foot high fence/wall before a required setback.  Any setback beyond the rear face of the previous top works.  Any ideas as to what would work for a 16foot high wall.

Any help would be appreciated

A reinforced earth/semental block system can work well for terraced walls.  See www.keystonewalls.com and www.allanblock.com for examples.

You may also "prefabricate" RC wall elements in situ to fit an slope from 4 ft. Cast them sidewise.

You may consider using Cellular Confinement System, where geocells are stacked to form gravity retaining wall.
