I have a lot of small spindles to build and need to find a source for SKF or other brand bearings.  The SKF number is 7003CD and these are 15 degree angular contact bearings with a 17 mm bore. My purchasing department told me there are none in the world available for immediate delivery. I need to build 10 spindles now and up to 100 every month.

You will have to probably cross reference this bearing with other companies. Most purchasing departments need the supplier and the appropriate part numbers to get any information.

The SKF Angulars are hard to interchange, they are nice bearings.  Curiously are they Ceramic?  I would contact SKF directly, get in contact with an engineer at SKF you may get further with them then your purchasing dept can with their sales.  I used to use the SKF angulars quite a bit and always made better progress by skipping the Purchasing/Sales departments, they only speak $$$, not quality of product and projects.

What is the full part number for the bearing?  FAG has the B7003C.T that is the equivalent size.  If FAG can't help, then check with Barden, they specialize in spindle bearings.

We use two suppliers for our bearings in case one of them has a delivery or Quality problem. They both supply the same type of angular contact bearing. SKF and Barden we have also tried Koyo bearings they are currently being tested for durability.

US Barden's stock list on line here.

There's a batch of 103s around line 255. I'm not near a barden book to decode the options.

The little BARDEN bearings mostly come from the UK, so would not appear on this list, but the Barden rep can check availability in US UK and Germany.
