I'm looking for opinions on the following, where impact tests are required per UG 84, SA 387-11 material is received in the N & T condition and the test plates are subjected to all anticipated heat treatments which include say a PWHT at 1275 for X hours, do preheats for forming purposes, at, say 1150 F for one hour, also need to be considered?  I don't believe ASME Sec VIII  addresses this directly, but if you know differently, have seen an interpretation, or just have an opinion, I'd appreciate your comments.

You are correct, ASME Boiler and Pressure Vessel Code does not typically specify in-process heating for materials (with the exception for welding) because final heat treatment in accordance with the applicable material specification (Section II) is normally performed after all forming operations are completed.

RE: SA 387-11 Heat Treat Condition

ASME Section VIII, Div. 1, UCS-85 Heat Treatment of Test Specimens applies.
UCS-85 (b) "Heat Treatment as used in this Section shall include all thermal treatments of materials during fabrication exceeding 900 F except as exempted below."
UCS-85 (c)"The material used in the vessel shall be represented by test specimens which have been subjected to the same heat treatments above the lower transformation temperature and post weld heat treatment except as provided in (e)(f)(g) (h) and (i) below..."

UG-84 f)(2) also applies.

Per your description, the heat treatment for forming does not apply to the test specimens.
