Where can I find the minimum traffic volumes required at a intersection to warrant traffic signal control?

Unless your state has adopted some other modified standard or policy, you need to use the warrants as listed in the Manual on Uniform Traffic Control Devices (USDOT/FHWA, 1988). This is available from the Superintendent of Documents, U.S. Government Printing Office. Other outlets and clearinghouses for professional publications also make it available -- try the bookstore at www.ite.org, or also www.atssa.com (they also sell it on cd-rom).
