(OP)
I'm trying to subscribe for magazine for structural engineers, like  British ''New Civil Engineer Plus'' (NCE+). In Serbia there is no quality  magazines  for engineers at all, so I must  decide for one foreign magazine (on english) , so I wonder, what is ,by  Your opinion, the  best magazine for structural enginners in  the world?

Try this site for a general engineering type magazine. You can get it free in some cases :

In my opinion one of the most practical is "Modern Steel Construction" by AISC. No need to pay for it, you can read it on-line for free, here

Other (free) online structural magazines are
"Structural Engineer"

"Structure Magazine"

"Concrete Technology Today"

There are many others also.

The Structural Engineer, published by The Institution of Structural Engineers (http://www.istructe.org.uk), is an excellent journal.
