Has anyone designed, or know of, a mechanically (electric-power) operated dock, for small-ferry or other passenger docking use in tidal situations ?

It seems that ADA regulatory issues are reaching such dock facilities, making the normal floating-dock (or floating-barge) facility even more exoensive than they already are (they need quite a big footprint due to their receiving mechanisms for their adjustable ramps). Plus these floating barges take a beating over time, especially due to storms and also ice.

Am thinking of an electrically-powered dock, that would be in the "up" position (at the bulkhead or fixed pier), except during docking/loading/un-loading. Surely this has been done before, the question is where ? And what are the issues ?
