Some studies have demonstrated that about 40% of Main Flanges in ASTM A105, despite the certificates, have not been treated properly after forging and that the transition temperature, with a mean impact toughness, of 27J is about + 20°C.
The question is how is possible that ANSI/ASME B16.34 authorized to employ this forging at - 29°C taking also in account the aggravating point that the mechanical properties can be verified with specimen obtained from separated forged test blanks (as per ASTM A105)?

Also bear in mind ASTM A105 is not required to be heat treated in class 150 rating.
