Anyone hear about the Jan 2002 Addenda yet?

I hear ASME is championing a new construction code governing boiler & pressure vessel installations. It will take precedence over all other construction codes. It's been through four or five public comment periods over the last few years. Comes out in 2002 as a nonmandatory appendix, then switches to mandatory appendix in the next full edition. It should end up subjecting facility construction to the same scrutiny as B&PV code fabrication and design (take that to mean that the National Board, the owner's insurance carrier, and local AI's will be enforcing it). I wanted to discuss whether it benefited PP, A, and S authorization holders or not, and if it will drive non-holders out of the installation business.

As for your question on public reviews, all I heard was that they were undertaken in the last four or five years. I should find out more tomorrow.

Here in Europe we have heard that ASME may be adopting the Essential Safety Requirements and hazard analyses incorporated into the new Pressure Equipment Directive (97/23/EC http://ped.eurodyn.com ). Is this true.
The rumours circulating at the moment is that, if ASME adopt these principles then, with their weight we may finally see a harmonized design code across Europe (still on the drawing board) and the USA.
Does anybody have any knowledge or any comments?

I have also noticed European Materials in the latest version of ASME 2 D.
The interesting thing about the PED is that it separates legal requirements from code rules. Therefore you can use what code you like providing the rules defined in the PED are met. For more information on this directive and access to a free copy go to www.gowelding.com

In Germany there is confusion at the moment in relation t the periods of inspection for vessels. Any vessels designed to AD-Merkblatter are inspected once every five years however, they are claiming that vessels designed to PD5500 must be inspected every 2.2 years (don't ask me why there is 0.2 year added on!). This obviuosly has economical impacts that must be considered when establishing the design code to use.
Also, could welding1 identify the European materials in ASMEII Part D?
If there is a universal code then this will stop such resttrictive practices from being established.

The other intriguing point is that ASME have no control over this material.
