Can anyone suggest a way or a glue to join securelly PE with either PE or PTFE?
i dont want so spend too much money or waste very long time.

Use hotmelt glue gun to bond PE to PE, or melt the PE pieces together.  You're not likely to find a glue to bond PE to PTFE.

3M specialise in gluing plastics like PE and PTFE. They have some success. I never did a costing, but I don't think it will be cheap

Loctite has charts for what glue to use for what type of plastic. For polyolefins I've used their type 406 with a primer 770, and the bonding was very good. They are coming out now with a one-component glue called 3300.

You’ve selected probably the two hardest materials to adhere either to each other or themselves.  The only adhesive that I have found that works reasonably well is epoxy.  It it’s best to oxidize the surfaces to be bonded by coarse-sanding followed by flame-treating to oxidize the roughened polymer surface.
