API Bulletin 2U - Shell Buckling

(OP)
I am trying to determine the stress induced in the shell of a tank that is temporarily supporting an internal floating roof pontoon ring. The ring is supported by cables attached by lugs at measured distances around the interior circumference of the wind girder. I looked to API Bulleting 2U for assistance however I have little experience with this book and I am unsure if my assumptions are complete and correct. I have used the 3rd Edition, Section 4.1.1 parts a,b,c. The resulting stress from these calculations is what I am considering to be the allowable stress for that particular geometry. I then compare this to the stress induced by the lugs attached to the shell at the wind girder level. Is this correct and complete?
