I have a few sketchs in an assembly file, now I would like to use the those sketches to build a surface for an additional part.  I would rather not just copy the sketches into a new part though.  Retrospec is 2020, I should have imported these parts in a part file, but this wasn't the intent when I first started out.

You will have to make a new part an convert those sketches into a new part and then you can make them into a surface. You cannot add material to an assembly only remove it. So you will have to make this as a part.

If I understand correctly, you should be able to insert a plane using the points/lines from the assembly (if you don't already have a surface to use).  Click insert -> component -> new part.  You then click on any surface or plane to insert a part defined within the assembly.  If your sketches are not hidden you can use them to define your part's sketches.

Either way you have to create a new part. My understanding from this post was that he wanted to do this at the assembly level, which cannot be done.
