 Dam embankment design

I have been asked to do a soils investigation for a proposed 20 acre-feet capacity retention basin.  Maximum embankment height is 15 feet.  They also want me to provide specs for materials and construction techniques.  I know the native soils are MH elastic SILT.  

Any tips?  Any good books to recommend?
