RE: Chioce for Dsign code for large Storage tank

API-650 would be the applicable standard most commonly used for tanks of this size.  It is limited to 2.5 PSI (and usually atmospheric on a tank of this size).  It includes requirements for floating roofs.  API-620 covers tanks in the pressure range of 2.5 PSI to 15 PSI.  And ASME B&PV Code covers pressure vessels above 15 PSI.  I don't know that the ASME code has any provision for a flat-bottom grade-supported tank.

As to owner/ user requirements, look through API-650 carefully.  It has a lot of information in it.  (Don't overlook the appendices.)

Check out the list of API's documents dealing with tanks on their website (www.api.org).  There are quite a few available.
