I like to ask if high Manganese on the welding wire could effect the weld finish and how.
I'm working with A572/65 materials Manganese max should be 1.35 but my welding wire manganese content is 1.6 - 2.1
I'm experiencing cracking at the toe of the welds at the  heat effected zone.
I'm also using 90% Ar / 10% CO2 for shielding gas and the Tensil Strength is up to 106,500 PSI when I know that A572/65 Min-Max Tensil strength is 80,000-105,000 PSI
Should I change to a different filler metal?

For weld wire with FCAW, the stated Mn range is typical and provides deoxidation and strengthens the weld metal. Your weld surface finish may have more to do with shielding gas. Are your toe cracks caused by severe undercut? The A572 plate steels are HSLA, so you need to watch your interpass temperature and no PWHT. What is your base metal thickness?

I would probably use an ER70S-4.
