Yes I am aware this is cmms forum but too me they go hand and hand. I am looking for direction in after pulling new request out and bringing to weekly meeting where do i go from there? ex meeting begins synopsis from there..

I'm not sure what you are asking.  Could you please clarify.  Typically, a work order process would be to:
- supervisor review work request
- goes to planner where planner can review past wo's for this problem, scope out repair, write up tasks, order parts, etc.
- work scheduled & issued to craft
- work completed
- completed work reviewed against planned work to gauge accuracy of planning
- completed work entered into work history

It is very clear description of the planning workflow. I would just suggest separating planning from scheduling. When planner does the planning, WO should go to schedulers' pool. The same person can do actual scheduling, but it is different activity.

Simply after planning is done, normally WO cannot be scheduled immediately if it is not top priority. (If you can schedule all the work immediately, that normally clearly shows that you have too overcrowded workforce!)

The sole scheduling system should be based on logical and mutually agreed priority system, and routinely developed workload charts/tables for job dispatching.
