The plant which manufacturers automotive components has its standards quite obsolete. The plant does not have a standard committee, so there is a need to hire a professionals/consultants to review and update local manufacturing /safety standards. Please advise what kind of credentials these specialists should have: appropriate certification (by whom?),legal background, etc. What would be their liability (if any) for problems or errors discovered at a later time and attributed to their work?

Start by identifying the insurance company requirements.  Continue by determining if any local municipal requirements exist.
