I am looking for a "expert" on the safety merits of propellant disposal by Open Burning. I have been doing this environmental work for 10 years and the State does not believe the information I am telling them is unbiased. I have air modeling studies, chemical studies, and extensive safety knowledge and experience but it does not seem to be enough for the STATE permitting official who has NO experience, but a strong political agenda. Any Idea where I could find someone with documented expertise in this area for consulting work to write a report? We are trying to renew our Air Permit and State wants to force us to ship explosives on the road to a commercial disposal facility.

I'm ex-EOD formerly attached to the Army Chemical Corps some 40 years ago when we routinely conducted open-pit burning of not only various propellants and other explosives but also some of the nastier CBW chemical and biological agents around at that time. Today, a similar program would probably land us in the environmental jail.

My former unit, Technical Escort Unit, which was (and still is) the only one of it's type in DOD, had exceptional expertise in the disposal of such goodies as you have to deal with. I would suggest that you might try contacting TEU at either Aberdeen Proving Grounds or it's subsidiary Edgewood Arsenal in Maryland. They should be able to give you the support you're looking for.
